The Mayor of San Francisco plays an important role in the film Dirty Harry. In Dirty Harry the Mayor does not approve of Harry Callahan's violent killings of criminals. He would rather pay Scorpio the 100,000 dollars than let Callahan stop the mad man or let another citizen get murdered.
